Battery Charged but device won't fire

Hey folks. I'm asking this on behalf of someone who has an Omega and a set of 14500 batts. He's fully charged the batts, but when he puts it on the Omega it doesn't turn on or fire. I tried putting the battery on several chargers (Trustfire, xtar, etc) and they all show a green LED indicating a full charge. We neither have additional batts to test or another PV that accepts those batts. I wanted to use a multimeter to test the batts, but have it in the office. Any thoughts on what it might be? Is it possible for a batt to read as charged, but not be? We cleaned the contacts and ensured the connectors were making full contact with the poles. The PV is only a couple of weeks old and it's mechanical so there wouldn't be an electrical/circuitry issue.

As for the battery brand, I can't tell - definitely a knock-off/cheap brand of some sort with red wrapping.

That's a "not necessarily" going on here. A charger that stays stuck on green can also represent a charger not seeing a battery at all. Either because the battery voltage is so low it refuses to start a charge - indicating, simply put, to some chargers the battery is worn out and shouldn't be charged. Or, if this is a protected battery, the protection chip actually did trip and the battery is now shut down.

Despite the green LED on the charger you may have a battery reading zero volts or very low volts. You will need to get hold of your meter to see what's going on.
