You probably can't verify the charger with a MM. Just out of curiosity, do you have any higher ohm atties/cartos? Try em on fully charged batteries if so. Worth a shot. Could be that you rotate the batteries well and they are all dying on ya and you just need new ones.

Are you really vaping a 1.5 ohm atty at 7.4 volts? Or is it a DC? Are you tripping protection? Overheating?

The fridge trick is "cool".. pun intended. Will have to try that sometime for kicks. I know some people store em in the chill-chest. Didn't know it would 'realign' stuff. Watch out for any condensation on the battery.

No, I'm vaping the 1.5 ohm at 3.7 Volts. I've used the higher ohm atty's as well and still having problems. I thought batteries were supposed to last more than a month or so. I've had four go out on me in the last month or two...even two expensive AW18650 batteries. The first two I bought when I started vaping about a year ago lasted about 10 months.

The part of Canada that doesn't get enuf Snow :(
So why can't you test your charger with a volt meter ????? Funny when I test all of mine I have 4 of them here they all test good. Put the red wire on the positive side of the charger and the black one on the negative of the charger. If you have a good tester you can even test backwards ie put black to positive red to negative and get a negative reading

Sorry. People kept talking about stacking batteries. So I assumed 2 in series.

As far as the charger goes... IDK.. how to properly test it for the complete charge cycle with the meter. Probably a lot more complicated than just reading a value when you plug it in. I may tell you something tho, who knows.

That is strange about the batteries. One misc. thought: You may wish to clean the atty connector just in case it has a "partial short" going with gunk/juice/whatever that is stressing the batteries. IDK why your recent sets have failed. I guess I'll bow out respectfully, since I'm not a battery expert.

If you have access to a soldering iron, I'd recommend making a 5 volt PT as a backup device (no batteries) or the puck as linked above (it's 4.8 volts tho). Reason being.... the PT is mains-powered in case your charger dies or you get into a battery jam like now. And the Puck uses commonly available NiMH batteries that are easy to get. I keep a 5v PT around for backup/spare in case my devices fail/charger fails/batteries fail/.... but then again I vape at 5 v too so I have the atties to go with it.

Good Luck dude. Sorry I couldn't help more. The disposable e-cigs may help. If you want instructions on soldering together a quick DIY 5v PT, let me know or see the modder's section. You'll need higher ohm atties for it tho.
