Hi,
If the battery blinks 9 times can you still take a drag off it after about a minute or two? If so, you are taking too long a drag off it. The timer on it stops you from going futhure and this is so you don't damage the atty (over heat it).
If you can't take another drag and have to recharge it, then the battery is no good and you need to either call the place you got it from and see if they will replace it or buy another one..
May I suggest that you should look into an eGo from Janty..
If you can afford a set, get the manual button and this will be the best to get for anyone..

I have had this happen to a couple of batteries. Usually it is taking too long a drag as Stubear62 stated .

One time I got juice in the hole and thought I shorted the battery. I left it alone for a day standing in a glass on the thread side and it started working again.

Could also be the threads need cleaning. I have noticed strange things happen when my threads are dirty. Take some rubbing alcohol on a q tip and run it around the threads and then carefully swipe the inside to get the gunk off. be careful not to get the liquid in the battery hole. I was amazed at the gunk when I cleaned mine the first time.
