Ok so I have a roughstack from madvapes that generally uses the rechargeable CR123's (3.7v) but the charger appears to be MIA and I leave for vacation in the AM. What I am thinking about is using some standard (3.0v) non rechargeable CR123's to get me through vacation but was wondering if anyone has done this or checked the specs to ensure that the amperage draw is safe.

The answer is yes, they can be used, but you need to paint or tape the cells to make sure they are clearly marked as primary cells, and THROW THEM OUT as soon as you get a charger.

If they get recharged by mistake they are the #1 candidate for an explosion in front of your face on first use. These cells are dangerous, for that reason.
