Best Rebuildable Tanks/Atomizer for a Beginner

The Kanger Protank is a good tank but a bit airy but that can be fixed with an air tank controller. They are easy to rebuild or you can buy replacement coils instead and they are as easy as unscrew old coil and screw in the new. I'm sure there are others like clearos but I don't use them but somebody will come along and help you with those.

IMO the best way to go for starting rebuildables is one of the inexpensive Chinese atomizers.

The easiest to rebuild are the RDAs - rebuildable dripping atomizers. As the name implies, there is no tank, you drip juice into them, vape, repeat. The Igo-L or Phoenix are good atomizers to, at least, start out with.

For a genesis-style tank atomizer, the AGA-T or a DiD 'clone' such as this one.
