Enlarging existing air holes is far easier than creating new ones but if you got a drill press creating new holes shouldn't be a problem

enlarge the existing but do it in steps... you cant undrill a big hole... :)
Both of these are the best answers for you. Once you drill the holes out bigger, the atty will now tend to whistle. Sometimes to the point of driving you crazy.... or the least the people around you (like my chick). This is typically due to the burrs left from the drilling. Sanding that down on the inside of the cap is a good thing to do. Sanding down the outside around the holes scuffs the atty up and makes look shoty. The best fix for this I've found is to use a counter sink drill bit and do a slight counter sunk on the hole. This will fully remove any whistle from the atty when air travels through it.

yeah you can get the little grinding stones in the shape of a cone that fits on the drill for the burs' and get another in a cylinder shape for the inside or just use a half round file.

if you havent a vise dont stick a drillbit in your hand or spin the cap with your finger inside, it will happen faster than you can respond

I have a Dremel with ball tip cutters that do a good job of chamfering the inside and outside of the hole in top caps.

I think I have one of those too. It's meant for etching right? Mine is way to small for making air flow holes bigger though. Can't remember why I bought it now, I know it wasn't for etching though.
