California's tobacco control efforts losing steam, finds report -- ScienceDaily

California’s position as a leader in tobacco control is under threat, according to a new report. Once a highly successful program and international model, the state's anti-tobacco efforts now appear to be waning due to the decreased spending power of the California Tobacco Control Program, a resurgence of the tobacco industry in state politics, and the emergence of new unregulated tobacco products.

thanks for the post.
this part got me.

"Furthermore, the rate of decline in tobacco consumption in California has slowed compared to the national rate. From 2004 to 2013, consumption per capita in California dropped 28.2 percent, while national consumption decreased 34.8 percent. In the previous ten-year period, however, the reverse was true, with California consumption dropping 40.8 percent, compared to a national decline of 20.5 percent.
The decrease in youth smoking in California was lower than that nationally between 2000 and 2011, especially among middle school students, who saw a 28.4 percent decline in California compared to a 60.9 percent decline nationally.
"It's unquestionably concerning to see that where we once were a leader we are now starting to fall behind," said lead author Elizabeth Cox, an assistant research specialist at the UCSF Center for Tobacco Control Research and Education. "The resources just aren't there anymore, and state leaders are no longer prioritizing tobacco control.""

if i am reading this right California did such a good job of lowering the rates of smokers as to obtain one
of the lowest in the states and complain that now their quit rates are lower than the nationalevel when their base level is lower.
they have reached a point where the percentage of new youth smokers has flat lined.
i believe this was once one of their stated goals as they knew back then it could never
be zero %.
all they have is a smaller group of youth the majority i'll bet are in the lower
economic and educated segments of the population that will take up smoking.
less of them will be less inclined to quit because they don't see any benefit
to do so.
instead of slapping their backs at the good job they did,its all OMG! this is bad.

I read that as "whine... Lies... Junk stats... More lies... Misinterpretation... More whining... Therefore give us more money."

For example, look at how they present the stats: in this piece it's all "consumption" (ie actual cigarette sales), which show one thing. In most other anti-vaping hit pieces it's always "smoking rates", which show another story.

Funny how they manage to blame everything on vaping, rather than continued inane policy from TCI and anti-vaping and anti-THR propaganda, which is the true culprit.

Paraphrasing Milton Friedman: 'every failure in gov't has been explained away by not having more money or the right people in charge' ...

He once quoted his arch rival John Kenneth Galbraith as saying that the problems of New York City could be fixed by doubling the city's budget. 8 years later, the NYC budget had more than tripled from the time of JKG's statement and NYC was worse off then when he stated it. :)

I take this as Stan's ever-so-subtle way of saying his $20 million grant just isn't enough to get the job done. Who ever knew lying was so expensive?

Of course it's bad, if they admit that they've done as much as they can, they'll be out of a job.
