Can I use my "Galaxy" phone USB exit as a passthrow?

I saw that all passthrow batts are charged via USB.

Can I use that fact, to connect via usb, at one side my cell phone (usb exit for charging),and on the other side the passthrow batts usb entrance?

No, you cannot. Too low current on USB host of Galaxy. And a risk to burn your phone's USB controller.
