You are not building to the mods strengths. A .4 ohm build is never going to use the mods regulation. The dna30 will just provide battery voltage when presented a build that requires less than 4v for 30 watts. As others have said, .4 ohms is more than 30 watts on a fresh battery.

Build a 1 ohm coil and vape that at 30w. You will get more vapor from the increased surface area of that higher resistance coil.

as dr g alluded to there is a power issue

most I got with a .5 or .6 ohm dual coil was 3.4V, even when it told me it was giving me 30 watts, 4.0V, whatever...usually it came in more around 3.3

I'm guessing you're getting something like 3V to the coil at most. Check it with an inline meter. If your sense that its not ripping hard enough is based on what that atty does for you on a mech, than there it is. You're vaping at about a volt less...

That mod does best at higher resistances, the most I can get is 28 actual watts when set to 30 (using 1.5ish builds).

The forums are full of reports of how the mod fires .5 duals and below no problem. Sure, and even .5 at 3.3V with lung hits will get you clouds. But the fact is that at those resistances the mod can't give you what it tells you it's giving you, and its not even giving solid battery voltage either because its inferior to what a mech would do, either because of voltage drop from somewhere or the chip doing something silly, which I haven't figured out yet

Try building the helios with 1.5 ohm duals and you'll get a solid 28ish watts

Nothing silly, just simple ohm's law. DNA devices need higher ohms because you CAN push them further, where with a mech you can't. simple as.
