Becoming a business will do nothing other than cost you money, and if it's not a legitimate business, they may notice that.

If you are very nervous then yeah, import some nic base that's 24, that's way lower and you can easily put the correct amount into your 0 nic juice, I promise you won't die. Or if you do, it won't be from nicotine poisoning. I use 100 ml/mg all the time, but if you are worried, reduce it.

If you have one shipment held up, it won't stop there. All your shipments may be held up from now on, if you've had other shipments detained by customs, they're probably trying to figure out if you are selling some of it, so being a buisness owner in that situation is.... Unsafe.

And, like it or not, if mount baker vape becomes Mt Vaper books for you? They know the laws, and they're not going to risk their license over it. Also, maybe you need to ship your nic base to someone who isn't currently in detention status and processing... If you have a good friend or relative, you might ask them to recieve it, if the penalty is low enough. But, trust me on this, if you buy nic base now it would only bolster their suspicion of you selling stuff... which you don't want.

My thoughts on this are let it sit and see what happens and find some vape that is at least marginally not distasteful, then see if they send you a letter and return shipments, or not.

He's not on a detention list.

When shipments go through custom there's a declaration sheet that details the item being shipped. If it's a tobacco product, it's subject to special tarifs and/or requires different kinds of licensing to import - has nothing to do with selling it or not.

If he wants help from a family member, they would need to ship it into Canada with a fraudulent declaration that doesn't say it's a controlled substance.

It's the same as when you fly into the country and have to fill out a card with a "tobacco product" item you need to check off.

Even non nicotine containing items undergo inspection. When I buy an 'e-cigarette device' from California, it's listed on the customs declaration. They x-ray it and open it as necessary because it's exactly what they do. People in Canada receiving international shipments of nicotine without issue are not in the norm - they're the exception. The wrong exception because it's not supposed to happen.

It's supposed to be confiscated by customs because it's a controlled substance.

I have a bottle of e-juice in my hand that was manufactured in California. The reason I pay 2x the price I would if it was made in Canada is because the importer incurred fees and expenses to get it into my country and into my hands. It's like how I can buy a bottle of wine in France for 5 EUR and then pay 50 CAD for it here in store. Again: if any Canadians are reading this, we have plenty of great cheap options, but the juice will need to be domestically made.
