If you've been using it for a few weeks it's probably shot. CE4s are disposable (and not the greatest IMO) so I'd say it's time for a new one. I'd recommend upgrading to a changeable head type clearomizer - EVOD, Kanger T2, T3 are some examples.

I concur with the iceman. Get a few evods and a protank (overall investment ~$25-$30). The wickless CE4 sounds like a carto-tank which is basically a carto with holes in the bottom for wicking placed inside a tank. Many people like these because you can change out the carto when it gets worn out.

I prefer the evod or protank as you can change the coils (about $1.25 each) without emptying the tank, the coils are very easy to clean and rebuild if you so desire.

What about the wickless CE4?
From google search, these are also disposable. Seem ok to me. They are designed differently as the wicking system is inside of the tube and just watch out to have it filled above the little holes. I have used ce5 with that design and it works ok.
I would suggest you go with evod heads
which the coils are replaceable and have very good reputation here on ECF. In the mean time pick up a few replacement either the wickless ce4 or replacement heating coils for any replaceable tank system you decide.

CE4 are non rebuildable. CE5 are the same except they can be taken apart and the heads replaced. CE4 are disposable BUT can be washed and dry burned. Washing cleans the tank and wick while dry burning cleans the gunk form the coil. The darkness is from the juice gunk on the coil contaminating the fresh juice. Lack of vapor is cuz the coil is covered in juice gunk and is unable to fire properly.

Thanks! I also read somewhere that you can clean these somehow, I was going to try that first and see what happens.
As they say, pictures are worth a thousand words? Whatch Utube videos on how to clean "put the name of your atomizer here" and watch them. You have nothing to lose by trying and cost you nothing.

Use hot water from tap and rinse, repeat as necessary. Let dry overnight and refill. And try dry burning by pulsing the fire button a few times rinse and repeat to remove burnt crud from the coils and see if that helps.
 
Since I started vaping I had really preferred the Ce type clearomizers but recently I ordered some evod type atomizers from fasttech and I like the a whole lot better than the Ce types. Check these out,

This is the only clearomizer I use. I rinse them out with hot tap water after about 2 full tanks, and then after 3 weeks I rinse it out really well, and do a dry burn to get some of the gunk off. I can usually use these for about 2-3 months before they start leaking and I have to throw them away. It's easy and I think they preform really well.

They are a pain in the but to clean or fill. There are so many better options out there. I don't know why people buy them.
out of all the regular clearos ce'4 almost always work, and almost never leak, and at like 1.20 make a good tossable or spare or starter device.
if i tried to explain replacing a evod head to the girl at work she would back out of vaping immediately im sure, as she is only in for like 4 days now. what people need is fill it and go simplicity starting out and the ce4 while dated still does its job.

to answer the OP the wick and coil become crusted with old burned juice, this crust also leaks down the wick into the juice staining it it is harmless but could change the taste. with the old ce4 there isnt much to do.
you can try soaking in hot water or alcohol (drinking kind) or just toss em, fasttech has some 6 and 10 packs priced really will if you stick with them. but i say move up if you feel ready to one with a replaceable head.
