Charging Circuitry

Hello all,

I'm thinking about modding a pcc I have to be a pcc/charging dock/generally more awesome. I have a basic question: Is the charging control circuitry in the battery itself or in the charger? I'm referring specifically to KR808D batts. I tend to think it's in the charger, but the fact that 'battery active' light at the end of the battery flashes while charging has me doubting.

From my understanding, it's in the charger. Theoretically, you can just hook up two wires with appropriate voltage to the battery and that will charge it, but...
1. The charger regulates the voltage
2. And current
3. And magically senses that the battery is full, so it won't overcharge and asplode it

If you want a charging circuit, search for the evlolv charging thingie, it's very cheap (like 7 bucks if I remember right), small, and runs off a USB cable. I like things that don't set my stuff on fire :)
