Confused about flavoring %'s HELP!

So I'm very confused about flavoring percentages when coming to DIY ejuice recipes. For example:

OREO COOKIE

80% CA Double Chocolate
20% CA Vanilla Custard
1 drop CA Peppermint per 5ml

How do I know what the total flavor percentage is for all the flavors in this recipe or is it just simply adjusting the total flavor percentage to my liking? Would it be like if I want 12% of flavoring to my DIY ejuice mix it would be 9.6% Double Chocolate and 2.4% Vanilla Custard?

Also for recipes like this:
Snickerdoodle

7.5% -- Sugar Cookie
5% -- Vanilla Custard
2.5% -- Cinnamon Danish

Does this mean that the total flavor percentage for the ejuice mix would be 15%?

Just need more understanding. Thanks!

Some give the total amount of flavoring used based on all combined flavor equaling 100% flavor as if your going to combine flavor seperatly then add it all at once to the base. Some will give the percentage based on the ratio of each individual flavor to base liquid. It would just be easier to have one standard. I like the flavor to base ratio myself.

You are correct assuming both equal 15% total flavor added to base liquid.
