Out of 38 cruise lines, there are only four lines listed below who make a statement on the use of e-cigarettes onboard their ships. As you can see below, some just classify the smoking behaviour of e-cigarettes as equal to smoking tobacco cigarettes, and are happy to send vapers into the midst of toxic tobacco exhaust. Perhaps some time in the near future, some cruise line will create Vaper friendly cruises?
E-cigarettes mentioned in some way in their smoking policies.
35Costa
Smoking of cigarettes, cigars and pipes is not allowed in all internal areas of the ship including private guest cabins with the exception of any designated cigar lounges clearly indicated as smoking areas. Electronic smoking devices can be used in private guest cabins and any designated cigar lounges, but cannot be used in other internal public space
36Cunard
Effective April 2014, smoking is not permitted in staterooms, balconies or public areas, but is permitted in designated areas of the open deck. Electronic cigarettes which do not emit smoke are not permitted in public areas but can be used in staterooms, balconies and designated areas of the open deck.
37Royal Caribbean
Cigarette, cigar, e-cigarette and pipe smoking is permitted in designated outdoor areas of the starboard side of all ships; with the exception of Oasis-class ships that will allow smoking on the port side of the ships
38Seabourn
Cigarette smoking is not permitted in guest suites aboard Seabourn ships. Only electronic cigarettes may be smoked in guest suites. Otherwise electronic cigarettes may be smoked only in designated smoking areas. Smoking of water-pipes, glass-pipes or other smoking devices is not permitted on board

Just came back from carnival glory. Vaped the whole time. In my cabin, out on the main decks, in the nightclub and various other places. I had no issues with anyone on the ship from people who worked there. Often times I left my kit out and my steward came in and didn't say anything after seeing it. They really can't tell if you do it in your room. I wouldn't worry too much about it.

This is the very reason it is so wrong to relegate people vaping to a smoking section. That smoke is nasty to us, just like to those that send us there and don't smoke. These differences need to be brought to the attention of these bureaucrats. I say we stick them in a room with people vaping, then toss them into a room of smokers. Maybe that will open their eyes, after they burn from second hand smoke. :)
