Well, we mostly definitely cannot teach a human being how to be ethical... so I would say... no, a robot can't be programmed to be ethical. Computers are written in If/then arguments, much like human conditioning.

In both scenarios... right and wrong can be inferred ( but would also depend on the programmer/parents/societies definition)...

Following a package I ordered 
This should of been a 3 day shipment.
The person shipped it using UPS Long Island City, NY on 10/10/2017
So I should of had the package on Friday 10/13/2017
Package didn't leave UPS Long Island City, NY till 10/11/2017
Then it goes to UPS Edgewood, NY on 10/12/2017
From Edgewood, NY it goes past Pittsburgh, PA
to UPS Urbancrest, OH on 10/13/2017 (Urbancrest is around 10 miles South West of Columbus, OH)
UPS Urbancrest, OH gives the package to USPS Urbancrest, OH
(Yes, UPS - United Parcel Service, dropped it off at the US Post Office)
Then USPS Urbancrest, OH ships the package to USPS Pittsburgh, PA 10/14/2017 (I Live under 20 miles North East of Pittsburgh)
It's getting closer
USPS Pittsburgh, PA then ships it to USPS Warrendale, PA 10/15/2017
(Warrendale is over 20 miles North of Pittsburgh but, around 30 Miles West from my town)
From Warrendale it should come straight to my town but now it says,
Expected Delivery: Thursday, October 19
Maybe the USPS is going to give it back to UPS and say, we got it here, now you give it to him...
