Well, anytime I choose to violate any policy is because I will do it responsibly. I have put booze in my coke and took it to school games. But I don't get drunk, barely buzzed even. No one even knew it.
Even with a no
vaping policy in place I would do it, just not when there are lots of people to see it. Mostly because I don't want the hassle.
But there are so many who will not self police in this fashion and it does become required to ban. In my youth I was so fond of saying that if I ever made it into management I will never, whatever policy seemed silly. Then when I got there, I found out why I had to implement seemingly silly policies too. Now I only answer for my actions but the experience did provide understanding.
I have actually witnessed an argument about how far away from the door this guy was smoking. Pretty comical really, but an outright ban solved that real quick.
