Leave the white stuff -- that's the wick that holds the juice and keeps it against the atomizer.
If you need a quick fix, just drip one drop of the liquid onto the white stuff, wait for it to soak in, and then another drop, let it soak in, and so on, until it starts to look saturated (the drops aren't disappearing, just kind of sitting there. I don't know how big your cartridge is, but if it's roughly the size of a cigarette filter (like my 510), you should be able to get at least 10 drops in (you don't have to use that many, you can do 5 drops and puff for a while).
Then plug the cart into the atty, and you're good to go.
If you want to make it easier to add liquid, think about the "straw mod" (do a Search on "straw") or PTB (Pyramid Tea Bag) mod (do a Search on "pyramid"). Either way will let you drip the liquid in more quickly and get more in before it stops being absorbed.

If you're "hard core" and want to look like a real addict, do what I do. Grab up a medical syringe, around 24 gauge or lower (lower number means bigger hole) and use that to fill carts with. Fill the needle with about 1ml of juice then insert it into the filler till it reaches the bottom and inject the liquid until you see it reach the top. This method ensures you get full saturation from bottom to top and, if you have the items, is quicker than other methods.

Thanks for the good info. While waiting for any answers, I put 4 drops into a cartridge. I just put right from the bottle into it and it worked ok, but got a little on my fingers. Will that hurt to get it on my skin?
Does anyone know about how many cartridges a 30ml bottle will fill? I'm trying to learn how often to order, or whether to order several bottles at a time, or what.

YES! OMG! If you ever get liquid on your skin you should clean the area immediately by licking it off your fingers like it's BBQ sauce.
... rubbing it onto your gums is also acceptable.
It's not going to hurt you. I carried around pure tobacco in my lips for 25 years and all it did to me was to cause the girls to make me spit it out before I gave them a smootch. That kind of sucked.....
