TBH, no. Go read Gottlieb's Senate confirmation hearing transcripts. He was clearly evasive about what position he would take on regulation on e cigs. Outside of supporting limiting access for underage users, he refused to state he wanted to heavily regulate and strangle vaping. This isn't new territory for him, and in the absence of resistance from his boss Secretary Price at HHS (who also has had comments voiced about ENDS as a way to decrease smoking rates) I expected him to announce something like this sooner or later.
What I was surprised by was the timing. He appears to have waited for that Jackson decision to come out first. He even managed to turn that decision into a benefit FOR vaping by stating the court clearly established his and the FDA's right to pursue regulation AND implement it as they saw fit for public health. He views the public's health as being improved by the availability of vaping to allow us to keep off of combustible tobacco products. I wonder how he would have handled this in the Plaintiffs had the decision in their favor. In a sense, this is a cleaner outcome than dealing with a Plaintiff win and come under political pressure to appeal. That would not have left him with a strong hand to push the comply by dates back by years, and by requiring more complete disclosure on just what reasonable applications needed to provide for approval. And he essentially stated those applications aren't required to demonstrate no risk, just reduced risk in comparison to cigarettes.

I'd call it more of a stay of execution. Don't think for a minute that big tobacco and big pharma won't continue to throw their millions towards an attempt to make things go their way. We need to keep fighting, it's not over yet!
I agree that ending the tobacco age is the most important thing and my vape comes second.

Covfefe is a misspelling of "coverage." It became a trending topic on Twitter when Donald Trump tweeted "Despite the constant negative press covfefe" on Wednesday May 31, 2017.
The tweet was sent out late at night/early morning (12:06 AM EST) leading some to explain the misspelling was just him being tired. Others believe he was simply too lazy to correct the error or trolling his many adversaries. Regardless, countless memes and tweets circulated Twitter making fun of the mistweet accompanied by #covfefe. The term has been added to the growing list of Trumpisms.
