A T3s does have a short stubby wick at the very bottom. You can't see it in the assembled version unless you are practically looking straight down the side of it.

The difference because of that is any bottom coil like this feeds liquid to the coil and wick at long as there is liquid in there. There is no tipping, flipping and rolling around required as you have to do with the top coil clearos to keep the coil and wick wet to avoid dry hits.
