I stumbled...literally..over this on Ebay:
PANASONIC Lithium Ion Batteries 1800 MAH CGR18650 18650 - eBay (item 310170744376 end time Oct-25-09 08:02:56 PDT)
Since I can't afford to buy them all myself, I thought I'd share the wealth.

Don't let the "1800mAh" rating fool you, these are name brand, and appear to be rated by the actual usable (between 4.2/2.7v) power instead of the "suicide drain" method.

They are NOT protected. They ARE Panasonic..they are also "scratched on both ends from removal of tabs"...no idea but i expect little spot weld dings where the tabs were welded on.

Shipping is like $5 for the first one, then 30 cents for each additional..and the buy it now price..if youre buying enough to eat that 5 dollars down to nothing..is again omg cheap.

I hate seeing something like this last longer than 30 seconds on Ebay, so thought i'd mention it...unless i'm missing something..and i looked hard..these are an OMG steal

Chargeur +batterie rechargeable Piles CR123 CR123A 3,7V on eBay (end time 02-Nov-09 17:27:58 GMT)
Charger +2x 18650 3.7v Rechargeable Recharge Battery Mr on eBay (end time 29-Oct-09 09:21:00 GMT)

I think I got a good deal on these items you just have to go to this guy's store and search all the different batts and then you run up on some that are way cheaper than the same as he is selling others for same product just all different prices. David

True, they are slightly cheaper if you consider the cheapo chinese charger's value..and those appear to be the same tired chinese batteries?..but theyre not panasonic either :/. I couldnt pass a couple up, and wish i could afford like 20 but can't. You just know theyre all going to go to RC guys :*(

I got these because they came with the chargers and I don't have any yet as I'm new to this but want to make some mods.

Yeah you have absolutely gotta have the charger if you dont already have one. I already have several..largely from buying some deals like those you mentioned lol. then I got a battery junction (also cheap chinese but very slightly better quality) wf-139 charger that most of us who use these batteries are quite familliar with..it fits a heck of a lot of different batts lol.

I'm hoping there's going to be a few of these panasonic's left by next payday..they live a long time in the fridge..and the price is impossible to beat although theyre unprotected..one could get the protection circuits and install them and still come out...if one could find them in bulk...

I use a mixture of protected and unprotected...partially because of room, partially because of availability..some few cells just dont fit with prot circuits..and some don't seem to exist outside of experimental production runs :(
