Do I Dilute the flavorings in water or usu them streight

I,m vary new to DIY and want to purchas flavors from Capella,FlavourArt,LorAnn and The Purfume Apprentice,to compare taste.Here's my Question.Do I dilute these flavorings in water first and then add whatever % to my recipe or use them streight out of the bottle?

Most recipes are for a straight use of the flavoring. IOW if the recipe calls for 14 parts of blend (VG/PG) 7 parts nicotine base and 7 parts flavoring - that's straight flavoring. When there are flavors that are particularly strong - most recipes adjust for that by lowering the parts of flavoring rather than diluting it.
