Does "mods" means the ability to modify things?

I've seen pics where users uploaded pics of their "mod" and a lot of them look like they built it from scratch themselves.

But I also seens "mods" being sold at some stores. Sure, they look bigger but what exactly make them "mods"? Does that mean they have more customizable features like wattage? Are "mods" usually more expensive than non mods?

In the beginning there were some basic stick batteries and not much else.
people wanted more features and the ability to use more powerful batteries so some of the first big tubes were "modded or modified" flashlights and copper pipes.

as time went by they added things like Variable voltage and led screens. they became mass produced and consistent in quality as well.

but the overall term for a removable battery device being called a "mod" just stuck.

in reality the proper term would be
APV - advance personal vaporizer for a VV/VW
and
mechanical.
as stated it is just like all tissues being kleenex. and all acetaminophen being called tylenol. a basic broad term that just stuck.
