I was a member of a hi powered rocketry assn. quite a few yrs ago and the assn. monitored and levied "laws" on its own accord to allow members to participate in launching HI powered motors ( above H size) once the membership numbers went beyond a couple of thousand, the government noticed "us" and required that anyone going higher than a J sized motor had to register with the FBI to participate/purchase such motors... along with a whole slew of restrictions for storage and transfer... made things difficult to say the least....
