Does this apply to our vanilla flavors?

For some, yes although in tiny amounts one the flavoring is diluted by the base liquid. Avoid flavors that are custardy and anything buttery unless you know which brand of flavorings the vendor uses and which flavors of that brand are safe. Some vanillas do have diacetyl. If you make your own juices, I know the Perfumer's Apprentice site notes which flavors are for cosmetic and food use only and they have some vanillas with no diacetyl. And the DIY section of ECF has some flavoring lists with flavourings unsuitable for vaping marked.
