That's what get's me with almost all politicians and government agencies. Why not test these things first. Instead of banning, do some tests. My lord we can give 500 billion to Solyndra to go bankrupt, xx billion to study the sea lions off the coast of California or build a billion dollar bridge for 30 people in Alska... but heck we can't spend a few million in what could be one the best discoveries since penicillin?
