Well, I lived in Greece back in 1990-91 and there were no bans anywhere in the world that I know of. The last time I was there was back in 98, long ago. One thing I do know: it's hard to impose a law on the Greeks, generally speaking. If the European Commission, for example, decides Greek bars have to close by 2 am, they'll still stay open no matter what. And nobody can fight that kind of attitude. Unless they've changed a lot...
Regarding Spain, it used to be quite a free country. People really had the right to choose: smoking cafes/no-smoking cafes, smoking restaurants/no-smoking restaurants. It seemed fair. But the European politicians and most certainly the utterly incompetent president of the European Commission, Durão Barroso, and all his incompetent companions, have been struggling hard to overregulate everything they can think of. So, the last time I went to Spain, much to my surprise, you couldn't smoke anywhere. It seems you can't even smoke in your own home if a neighbour complains, as in England, which is just plain fascist to me. Regarding PVs, I really don't know. But I do know I started
vaping inside a small restaurant (because there were useless ashtrays on the tables and I knew nothing of the new law) and nobody said a thing. Once my wife lit a cigarette, they told her she couldn't smoke in restaurants anywhere now. Hmm... I also noticed a lot of people tended to look at me strangely when I vaped...
