E-Power voltage

Got an E-Power a couple of weeks ago. I really like the unit, but got curious and put a volt meter on it and it registers at 3.55v.

This is with a freshly charged 3.7v 3600mah bat. Any thoughts? E-Power is advertised as a true 3.7v PV, but I'm not seeing it. Is this the switch regulating voltage, or do i need better bats? Or is it just a non-issue, the unit does produce a ton of vapor and TH and I am truly satisfied with the output.

What was the voltage of the battery? It sounds like you might have a bad battery, actually.. I have two e-powers now and a spare switch unit (the 14650 version) each one gives me battery voltage when I fire it.. so if my battery is reading 4.1v the e-power gives me 4.1v on my multimeter etc

It doesn't appear to have any regulation going on.. do both freshly charged batteries give you the same reading?
