The black vs "platinum" are totally different coatings. I have one of each.
Platinum appears to be a metallic enamel of some kind, I don't know exactly. It is brittle, poorly adhered, and chips easily. The steel underneath appears to have been turned to a high polish which is probably not helping it stick.
The black material I am more familiar with and have actually used this in my last business to as a finish for hand-held remote controls. It's called "soft touch paint" and while there are a variety of formulations of it, they have all improved greatly in recent years and if applied properly should last much longer. It is sprayed on and requires a well controlled process - I doubt you could get similar results at home working with small quantities, certainly not from a dipped coating. It will also wear off eventually but so far mine are looking OK.
If your titanium eGo is looking ratty, you might try using sand paper, a spinning wire brush, or even paint thinner to remove it.
