I have to leave off the top accent ring in 18650 because of the large gap. Will another ring fit to mak it flush or would two rings be to big a distance for the battery to make contact.

depends on your batteries. Not all 18650's are exactly the same length (mine range from 65-71mm or so from brand to brand). For example, I've currently got one of the Panasonic hybrids in mine and a second accent ring would still leave a few mm of the tele tube exposed. I think you could get pretty close with certain batteries, but couldn't eliminate the gap entirely unless you had batteries of exactly the right length to do it.
I run mine with Panasonic cgr's and i have 2 rings (1 stainless, 1 brass). The cgr's are slightly bigger than the space 2 rings take up, but it still looks better with just the one ring imho. I use the brass bottom and stainless top.
