I have a couple of batteries which were only bought recently and the wrappers have torn- the tear is really tiny in both cases. I read on Candle Power forum people were saying it is safe to tape over tears in the wrappers with electrical tape, does this sound ok? Or should I just throw the batteries away?

Just do a nice job wrapping it. Maybe do two layers. Electrical tape can insulate 120v ac, I think a little battery will be fine

Electrical Tape will work fine for temporary patching, just make sure you wrap it tight because it will add thickness to the battery and some mods may already have a rather tight/slim fit as-in.
as long as it fits well in your mods, it should be fine. Electrical tape is used in much higher voltage applications than this.
You can always get the heat shrink tubes to rewrap them, but that is probably more work than is needed.

Electrical tape should only be a temporary fix.

Another possibility is heat shrink tubing for batteries ... here's the heat shrink I got from Fasttech ... each roll is enough to do about 27 18650s. This link is to the yellow, but they have several other colors. Just cut off a 72mm length (for an 18650), center the battery inside, and use a heated hair dryer to shrink it on. If the old wrapper is badly torn, just remove it before using this heat shrink; otherwise, just shrink the new tubing over the old covering.

I didn't even look to as where you were from, lol. That fasttech deal looks pretty good. The shrink wrap is easy to use and gets your batteries fixed up like new.
