'Error' i have with mIRC

Hi , can anyone help me out on this live chat client thing?
I have this error as below while trying to connect by typing '/join #ECF' but it turned out as below.



How do i fix this problem?! someone help me out on this please

it seams your internet IP adresss - is banned.... if you are new then i would have no idea why....

Second, I don't know if you even have access to IRC with a post count of only "1" as just about anything but New Members is off limits with a post count under 5.
