Or you are using too high of an initial wattage. It takes time for a mod to stabilize the temp. Too high of an initial power surge will overshoot the desired temp, depending upon the wire used.
And once the coil cools below temp threshhold it will pulse again to the higher temperature. Energy requirement for a phase change from liquid to gas is high enough to moderate this so it isn't an issue in practice. Personally, if I was developing a ∆TCR device I wouldn't tune it to do its job on dry cotton. This is just another reason why testing "to see if your TC works" on dry cotton is poor testing methodology.
