Being such that the Evod VV Twist battery (Ego Twist VV Stick Class) is so old, could be the stock was so old that the vendor you bought them from had them so long the battery might have aged itself to not be useful. Kanger Evod batteries used to be pretty reliable units, though that was about 2 to 3 years ago. Being you stated that it "Supposedly" finished charging, USB nub charger light is green and the Evod battery light is white, might test it out the next couple of hours, a mini Protank 2 or Protank Mini Ver1 with a 1.8 to 2.2ohm coil, assuming numbers here, every 100mah should equal about 1hour of light usage, 3/4 hour median usage, 1/2hour heavy use. 650mah should equal 3 to 6hours on a charge, 900mah 4 1/2 hours to 9hours on a charge, 1100mah should equal about 5 1/2hours to 11hours of usage used to be the rule of thumb with Ego classes, so I will say as a disclaimer, on a 650mah if you are chain vaping, it should last you about 2hours at least on a charge, and if you are not getting at least 4 hours light use (couple puffs every 20 to 30minutes each vape cycle) on a 650mah or 6hours on an 1100mah, the battery is just to old.
Depending on your region of the world, I am in the US, if you are looking at the same small form factor here are a couple more recent models to look into, more updated and modern technology.

Eleaf makes a couple great compact high mah units in the iStick30watt and iStick40wattTC, both are Variable Voltage and Variable Wattage (Same principle, VV is like the twist dial you use, manual stick shift, VW is like setting a speed limit (the watts) in a cruise control on a car, and adjusts the voltage (throttle) by itself depending on the resistance it reads on your tank (going uphill or downhill on a road), with large battery capacity so can last a day (heavy heavy usage to 2 to 3 days (light usage)), and come with the necessary adapter, though pair well with an Aspire Nautilus Mini.
