Very seriously doubt that. The age verification stuff is being handed down by the FDA. It's specific to the USA. fasttech is in China and not subject to any of that mess. I have ordered twice post 8-8-16 and have never been asked for anything extra and no age verification (not that I can remember anyway).

If said items are being shipped to the United States, whatever laws are in affect will apply regardless of where they are being shipped from. I made three orders today and each one had some verification process attached. Not as severe as the OP's, but it was there. One order a couple of days ago used a company called "bluecheck" and it asked for a photo ID upload or last four of my SSN to verify my age. I agree with other people here, though. I would cancel that order. Sounds too sketchy to me.

I assume the vendors you're ordering from are in the USA then. The FDA regs apply to the equipment manufacturers and vendors, not the consumer. That being said, the FDA in the USA has no jurisdiction to regulate what Chinese manufacturers produce, or Chinese vendors sell.

UPDATE!

This is what I sent:
"I can not and will not send you all of that personal information.
Please ship my order or cancel my order and refund my money."

This is how they replied:
"The bank has completed the verification, we will resume your order and ship it as soon as possible."

I have ordered from them before. They have never asked for any of this. Honestly, this seems like a scam.

...

Are you 100% Sure that the request for that Information actually came from Fasttech?

I would go to the Fasttech, log into your account, and then Create a CSR Ticket and ask them what is up?

My guess is that it wasn't FT holding things up...it was the OP's credit card issuer/bank looking to prevent fraudulent use of his card. FT may have asked for all that proof in the event they decided to go ahead with the transaction anyway (risk being on them then) in spite of the card issuer being sketchy about it.

Since their final email to the OP says "The bank has completed the verification, we will resume your order and ship it as soon as possible"...IMO, it definitely sounds as if it was a bank/credit card issuer hold up, not FT itself.

this is correct, it was automatically flagged as potentially fraudulent by the payment processing service and had to be manually verified by the site and/or payment service. Standard Operating Procedure to ask for more documents to verify identity in situations like this even though it may seem suspect or invasive.
