Personally I'm with the OP - this is a load of horsefeathers as far as I am concerned.
In the UK I hit a similar blockage in the Spring and checked with my Neighbourhood Watch, Anti Fraud Group and the Local Police - all advised against sending copies of either my Driving Licence, my Passport or even my local Government issued OAP Photo Identity/ Bus Pass in case of Identity Theft.
Yes that's right folks - OAP means old age pensioner ( (I'll be 70 in April coming ). I now only deal with companies who do not put me through these hurdles; as far as I am concerned I will not be penalised because some young prat overdid something.
And yes I was young once and bought cigarettes under age and drank in pubs ditto - only in those days we did not penalise/inconvenience everyone just because of a few daft youths ( and yes I was one ) did daft things.
