They can't. The fda has no means nor right to do that. As I'm sure is why the link you have there leads to a page that was removed.

At best the fda can only advise states/people/government/businesses. Even if they "proposed" a ban it is up to individual states to agree and abide by passing laws/bills/acts.

And even still yet there are 5 other continents out there that dont care what the fda says.

I'm tired of hearing every politicians same old answer to everything they don't like is to ban it or regulate it to death. It's always for the chiiiildren. Now spying on you and recording your every move is for national security but don't worry, we don't really look or listen. Then they wonder why people hate them but I keep wondering how the jerks keep getting elected. Now that I think about it, they really don't all get reelected. The problem is they are all the same.
