Does anybody know how the FDA regs go for selling your own e-liquid? Like what's the steps for being legal? I've searched for what seems like hours and their site isn't easy to navigate.

If your juice was not on the market before 8/8/16, you will need an approved FDA PMTA before selling it.

Sorry Bud, that ship sailed on the 8th of August, unless you've got a boat load of cash to get through the approval process. You'd be better off starting a new brand of cigarettes at this point.
