Small differences in composition can change an alloy's properties quite a bit.

As far as why the chromium differences don't change the properties as much, part of it is that different elements have different effects on the alloy. For example a .1% difference in manganese can change the kanthal properties more than a 1% difference in chromium. Also a 1% difference in an element that is only 4-5% of the alloy is a bigger difference than a 2% difference in an element that makes up 20-22%.
