Another interesting piece of good news:

While health experts and legislators have yet to make up their mind about the efficacy of electronic cigarettes as smoking cessation aids, the public seems to have already decided. According to the France’s 2014 INPES Health Barometer, around 400,000 people have managed to quit smoking with the help of electronic cigarettes.

There are no weblinks or citations to verify anything stated in that story (at that e-cig marketing weblink).

And all of the weblinks on that site reference other articles (and e-cig ads) on that same site.

Perhaps the National Institute of Prevention and Education for Health's 2014 INPES Health Barometer found that 400,000 vapers quit smoking, but that website's purpose is to sell and advertise e-cigs.

Despite not speaking French, I found the quote on the top of page 10 at
http://www.inpes.sante.fr/70000/dp/15/dp150224-def.pdf

En conclusion, on peut donc considérer que 0,9% des 15-75 ans, soit environ 400 000 personnes,
constitue une première approximation de la proportion de Français ayant réussi à arrêter de fumer, au
moins temporairement, grâce à la cigarette électronique.

Which, according to Google Translate, says:

In conclusion, we can consider that 0.9% of 15-75 years, about 400 000 people,
is a first approximation to the proportion of French who successfully quit smoking in
least temporarily, thanks to the electronic cigarette.
