xtar, Efest LUC, and Nitecore are generally considered quality and inexpensive brand name chargers. Everyone seems to swear by whatever brand they are currently using. I've used a Pila, Nitecore i4, and currently an Xtar VP4 over the years. My son is using the Efest LUC V4. I share my anecdotes in the blog below.

For the most part, they all will charge batteries and will stop charging once the battery is charged, the very basics. With additional money, your get more useful features such as detailed LCD displays, options on how fast the charger will charge batteries, etc. You should be able to find a decent quality charger for under $20, or you can spend up to $50 for top of the line features.

I like peeling the wrapper off my batteries it makes them last longer work better and charge twice as fast. I use batteries I get second hand from a PC repair shop. I also wrap duct tape around my mod for safety reasons encase they explode the blast will be contained. ; )

Obviously Im full of it : ), but BA will always steer you right with battery concerns. Its a real shame the vape store clerks are not educated about Batteries they can cause some pretty serious injuries or property damage if used incorrectly. Im glad you took some time to learn the right things.
