Xtar, Efest LUC, and Nitecore are generally considered quality and inexpensive brand name chargers. Everyone seems to swear by whatever brand they are currently using. I've used a Pila, Nitecore i4, and currently an Xtar VP4 over the years. My son is using the Efest LUC V4. I share my anecdotes in the blog below.
For the most part, they all will charge batteries and will stop charging once the battery is charged, the very basics. With additional money, your get more useful features such as detailed LCD displays, options on how fast the charger will charge batteries, etc. You should be able to find a decent quality charger for under $20, or you can spend up to $50 for top of the line features.
