The standard recommendations around here are xtar, Nitecore and Efest's LUC line. They're not the only good chargers (Gyrfalcon and Opus come to mind as makers of other good options), but they're pretty solid and reasonably-priced.

I vote for the Miboxer C4-12. I love mine, it can charge across all 4–slots at 3 amps. Has plenty of room both in length and width to fit 21700 cells and it’s easy to get them in and out of their slots. Monitors temperature while charging and I’ve never felt it get the batteries even a little warm. Plenty of options to charge at many different rates suitable for many different cells and chemistries.
Also this site reviews many different chargers and is quite useful in choosing a new one.
