I thought the Evic had a puff limiter on it?
It does, and the newly available eVic Supreme also offers an alarm which you can configure to sound when you reach a certain number of puffs in a session, or over the course of a day. You can turn the alarm on or off, as you please, so it doesn't "force" the feature upon you against your will.
The eVic-S also allows you to upload pictures to the device, which it displays on its tiny screen, and you can use it to wake you up in the morning with its time/alarm function. My personal favorite features are the all-stainless steel construction and removable/replaceable 510 connector.
I hear the next version will play little-tiny movies and have an integrated phone/camera with a little-tiny touch screen.
(OK, that last statement is whimsy. But it was funny when it popped into my head.

And the rest is all true.)
Edit:
I agree with everyone here who says it should really just be an attention thing. Take several draws - 5-10, maybe - then put it down for a little while. Then pick it back up... and so on.
My post above is just addressing the OP's question,
"is there an e-cig that takes into account the average number of puffs per cig(shorts or longs) and signals that number, once reached in puffs?"
