Disgusting.

The account continues with many revealing details of how the outside advisers managed to orchestrate public hearings to minimize critics’ voice, deflect challenges with “we’ll take that under advisement” rather than actual answers, and in the case of particularly intense opposition, “back off for a couple of months” before returning. “Grant-funded regulatory advocates were able to counter all of [opponents’] arguments and tactics.”

Most of us here in this section of the forum understand all of this.
We've seen this "plan" of theirs evolving to this point over the last few years.

The rest of the world doesn't have a clue, and probably doesn't even care.
Until these monsters turn their attention to what THEY like.

Wow, good find! The article links to their boasting report which drives cartos thoughts home. Cato really did their homework!
I ran across an article that shares the ALA involvement with EPA and their funding, and a commenter mentioned the ALA involvement with big Pharma, IPAC, to destroy competing airesol companies going generic. I remember hearing that somewhere before. I know this OP wasn't about this, but hey, while we're on the subject of being taken for a ride, why not see how far this ride goes right.
Btw, this guy also exposes rockerfeller flavor killer lying about something else too. (Bonus material)
This will need to be verified as a trustworthy source, of course, but until then, he offers enough info to research further to warrant posting here.

Incompetence, corruption, and cronyism. The three branches if government.

And the beat goes on. Slantz & ALA have been begging for more funds, as we know, claiming the states have been using up all his money on roads, schools, & other unnecessary items, which is why the campaign of torture has slumped. (Can't find link offhand, but there's articles out there)
So, voila. The ALA who is in cahoots with the EPA, convince obama to pass a regulation to raise funds for them, called the "clean air act". Slantz & the ALA are doing cartwheels. Well, they don't mention Slantz in this article, but we the consumers know how it works.

Meanwhile, cigarette consumption continues to decline at an ever-increasing rate. Good luck with that, Stan.

We wish. But I'm afraid the pleads for money for tobacco control just refueled.
Ala/EPA story above declares how the floodgates to ruin will open.
The SHS levels were changed to "there is no safe level" to tax and ban smokes. BtBmi - Is Secondhand Smoke a Lie?
The ANTZ Slantz keep declaring there is no safe level with eCigs, we don't know what's in them.
The ALA sends brochures to towns, & lobbies, o make bans for "clean air" act.
The air pollution summit declares there is no safe level in air pollution, hence back to the floodgates of America ruination. http://www.scoop.it/t/clean-air-new...y-citizens-voice-all-levels-are-bad-to-health
That last one pretty much seals the fate.
