Okay, technically I stand corrected.

But if people are concerned about a battery "blowing up" and sending shrapnel at them, they are worrying about the wrong thing.
Instead they should be worrying about it venting extremely hot gasses and catching on fire.

What they should be worrying about blowing up and sending shrapnel at them is their electronic cigarette device.

Local Worker Killed During Homemade Battery Testing

Huntsville, AL (AP) — Twenty six year old Gnatville, Alabama resident Bob "One Ball" Robinson died on Thursday evening in what appears to be an accident in his parents basement. "One Ball" (a nick name earned after an accident during his short stink training for Parkour) worked at the Browns Ferry Nuclear Plant as a maintenance worker while he completed his at home studies in animal husbandry. Among his many other interests, "One Ball" was a DIY Vapour enthusiast. Based on the available evidence and scattered notes found at the scene, Mr. Robinson had built a vaporizing "Mod" out of salvaged lead pipe and a Tesla coil atomizer he designed himself. Powering the device was a spent nuclear rod misappropriated from his work place. According to one of the notes, "One Ball" believed "if a rod can power a thousand homes for a year, then a piece could power my mod for at least that long!" His 9th grade education and rudimentary math skills proved the old adage "a little knowledge makes you dangerous." Upon attempting his first "vape" from the device, the atomizer went nuclear which resulted in a unique but small localized explosion that atomized Mr. Robinson from the shoulders up. Reports of the explosion were heard as far away as Chattanooga. The body as not discovered for at least 3 days. His elderly parents heard the sound but "We figured his still just popped a rivet again." Authorities are looking into what other uses "One Ball" may have planned for his misappropriated spent Uranium rods. Bob "One Ball" Robinson is survived by his parents and 7 illegitimate children.
