Has seen an ad for E-cigarettes that claim all the user inhales is "harmless water vapor"?

if the juice was originally just water, then it would be true... but its actually a vapor mix of PG/VG, flavors, nic, and in some cases... "other" chemicals ( sweeteners etc) so in effect, no its not just water vapor and no its not 100% safe, but its alot safer than smoking...

I contacted a company that says its a water based vapor. She emailed me and listed water as the main ingredient along with pg, vg, nic, and flavoring. I wasn't aware that some had a significant amount of water in their juice.

The best I can figure out/guess, water vapor in the air gets stuck to PG/VG and becomes visible droplets. Much like your breath into cold air. This undoes rapidly which is why vapor dissipates rapidly. A slight haze remains longer. I was told I was wrong but not why, I don't think the person could explain why. Anyway, according to that idea, what you're seeing is mostly water, but much less so what you're vaping. You might see if you can find anything more scientific on that.

E-liquid contains very little water, plus around 1 drop (.02-.05 ml) is vaporized per hit, how much steam would 5% of that make?

I keep my mods outside, because my wife is crazy. I have to keep them in airtight containers so water doesn't condense inside my attys, which are squonkers. The wicks are exposed to the air, and the VG sucks up moisture on humid nights. Since water evaporates at a much lower temperature than VG, all you get is water vapor until it steams off. Vaping water vapor is like vaping air. There are reasons why vape liquids are PG/VG, not water based. Put a couple drops of water in a dripper and see how well it doesn't work.

I would still like to test their claims that it is water based. I wouldn't think water would mix well with an oily substance like VG. Also It would evaporate the second your device fires. Water based would have to mean that water is the main ingredient. So my DIY juices at 70%VG would be VG based. If I added 1% water to it, that would not make it water based. Maybe there is some sort of legal advertising claim loophole they are using to make these claims.
