You really do not give any where near enough information here to help you out.
You do not say if the atomizer gets hot or not? If so that would rule out the battery. So you could have; (1) a battery that is not charged or is a dud or is not making contact with the atomizer; (2) an atomizer that is a dud or is flooded with too much e-liquid and needs to be blown out; (3) a bad charger, (4) Etc.
The key to finding the issue with an e-cig that does not work is always be process of elimination swapping out one part at a time with another to identify which part is not functioning and then going from there.
