Could be a few things, all mentioned above:
1. Center pin stuck, needs release, sharpish object (toothpick?) run around the pin on the battery to release it from the "gunk."
2. Spinners take 300 charge cycles or so, before death. 3 months seems unlikely that you could have reached that many, but they re-charge forever.
3. Cable is defective, (I know, you checked and not the problem).
4. Battery is turned off (I know, you checked and not the problem).
5. The topper could be defective, in any number of ways (I know, you tried other toppers that are known to be good on other devices).
6. If not one of the above, you probably need a replacement. Spinners are known as one of the better stick batts, for longer battery life, easier to read and change voltage, ego and 510 threading, good quality.
