Help with NiteCore Intellecarger i2

I'm not sure where to post this. New to the forums.

I bought a vape and Nitecore Intellecharger i2 from a dude and he didn't give me the cable for the charger. I use a different cable I had laying around which seemed to work. I charged the batteries for awhile and they can't seem to get past 20%.

From what I see the charger is AC 100-240V 50/60Hz. I'm not sure what the DC is because I live in Korea and can't read korean very well. There's a tag that says 5V 2A so I'm guessing that's the DC input. The Intellecharger i2 says it requires 9-12V 1A. Is this my problem? If I got the correct cable would it charge correctly? Or is it all the same?

My i4 has a 120vac cord as well as a DC input. Here's a source on Amazon for the AC cable. If you can't order from Korea, then you can use the specs to find one there. The cord is a worldwide AC adapter that works on 120 and 240vac.
