Actually, the new 1ml syringe I got has a rubber cylindrical extension on the plunger, which completely fills the "needle nipple" portion. So only the needle itself retains any liquid. If you look at the exchange between zoiDman and myself, it was covered more fully. What he called 'between the lines' measurement was the solution to measuring with air between liquid and needle. By the time I had finished, I had worked it out in my head, and made the same realization.
