Really good rant going on after the article. Found a few articles searching around how Virginia is freaking out about their economy with the decline of the tobacco industry. The study was conducted by the Virginia Commonwealth University. Hmmm...

Last March, the Food and Drug Administration banned imports of the devices, which are largely manufactured in China.

Unless I'm mistaken, the FDA lost that case. Bad to put something erroneous in the opening to your article.
